Here's what this is all about according to the woman herself:

"The City Attorney, Rocky Delgadillo, is awarding me a Los Angeles City Certificate of Appreciation. It is for my work on the At-Risk Youth Program. I wrote the motion to have the Neighborhood Council fund a large part of the program. Plus, I volunteered during the program. And to all of you who worked on my campaign and supported me - I can't thank you enough. I find my work on the South Robertson Neighborhood Council so utterly rewarding."
